It's a good piece though the linework varies from being crisp to slightly sketchy. Nice use of vibrant colours but also a bit distracting as there's no point that stands out the most in the image. Good light and shadow too cept maybe could be applied to the road as well.

I actually like the ring around the sun, because the line itself varies in weight and its "broken" Those qualities, IMO, bring the focus primarily on the sunset.
Everything that everyone has said so far are great critiques.
A few things that I noticed, the scene itself is one of calm and peacefulness, I think the way you've rendered the water detracts from this sense. The water seems too busy and active for the scene.
Also the car seems really really small. If the railing compared to a person is about stomach high or even chest high, if a person walks from the railing in the back to the car in the front, the car would be about knee to waist high on the person.
Last thing is at that point in the sky for the sun, the shadows would be much longer. If you did this, I believe it would connect the foreground(car) with the middle ground(railing) and also provide more focus on the sunset, since all the shadows would essentially be pointing in that direction.
everything looks pretty good. i love the lights reflection from behind the clouds. that water looks really inviting. the only things i would say anything about are the textures. the sidewalk looks fine but the way that everything tilts towards the horizon (the pavestones and the water) the textures applied to it do not shrink in perspective.
